Overview
The 2-day CITB SMSTS Refresher Training course is designed for individuals who have previously completed the 5-day SMSTS or 2-day SMSTS Refresher Course. SMSTS certificates remain valid for five years from the date of issue. Candidates must present a valid, in-date SMSTS or SMSTS Refresher certificate and, if available, details of when and where they previously took the course. Attendance on both days is mandatory to obtain certification.
By completing the SMSTS Refresher course, delegates will receive updates on construction legislation developments and best practices. This CITB course also enhances managerial skills to ensure compliance with new legal responsibilities affecting both managers and their workforce.
Important Information
- Delegates who fail to attend the refresher course before their SMSTS certificate expires will need to retake the full SMSTS course instead.
- CITB E-Certificates are typically issued within 2-3 weeks after course completion.
Objectives
Upon completing the SMSTS Refresher course, delegates will be able to:
- Manage health and safety on-site following current legal regulations within their management or supervisory role.
- Recognize their legal, moral, and social responsibilities in maintaining a safe working environment, while understanding the benefits and costs of compliance.
- Identify and mitigate site hazards to prevent workplace incidents.
- Prepare method statements, risk assessments, and other statutory documents required under the Health and Safety at Work Act.
- Course Content
The SMSTS Refresher course covers the following topics:
- Legislation & ACOP Updates – Discussion on legal changes and practical compliance.
- Upcoming/Proposed Legislation – Awareness of impending regulatory changes.
- RIDDOR – Accident statistics, associated costs, causes, and management strategies for prevention.
- HSE’s Current Focus Areas – Key areas of concern in construction safety.
- Safety Management Systems – Implementation of safety policies, plans, and performance evaluations.
- Contractor Management – Best practices for overseeing external contractors.
- Communication & Consultation – Effective use of toolbox talks and site inductions.
- Behavioral Safety – Addressing human error, workplace stress, and accident prevention.
- Syndicate Exercises – Group activities to reinforce key learning objectives.
Assessment
At the end of the SMSTS Refresher course, delegates must complete an exam consisting of 25 questions:
- 18 multiple-choice questions (1 mark each)
- 7 multi-response or short-answer questions (2 marks each)
To pass, candidates must score at least 81% (26 out of 32 marks).
Attendance on both days is required to meet the learning objectives and qualify for re-certification. Successful delegates will receive the CITB Site Management Safety Training Scheme Refresher (SMSTS Refresher) certificate, valid for five years.
Who Should Attend?
This course is intended for individuals who have completed either the:
- 5-day SMSTS course or
- 2-day SMSTS Refresher course
and need to renew their expiring SMSTS certification.
Suggested Progression
Delegates can continue their professional development by enrolling in:
- NVQ Level 6 in Construction Site Management
- NVQ Level 6 in Construction Contracting Operations Management
Accreditation
The SMSTS Refresher course is accredited by CITB – Construction Industry Training Board (Site Safety Plus).
Prerequisites
To attend the 2-day SMSTS Refresher course, candidates must have successfully completed:
- The 5-day SMSTS course, or
- A previous SMSTS Refresher (2-day) course within the last five years
Candidates must also have a good understanding of spoken and written English to participate effectively and complete the course successfully.
